William Howard Taft – 139.5

Although William Howard Taft makes an appearance pretty low on the list with an IQ of 139.5, he is the only person who controlled both the executive and judicial government areas. Holding on to the presidential seat from 1909 to 1913, Taft later was appointed the 10th Chief Justice of the US Supreme Court from 1921 to 1930.
