James Monroe – 138.6

James Monroe was the last to join the Founding Fathers as an elect president, and perhaps there was a reason he was chosen last with an IQ of 138.6. He barely passed by George W. Bush to claim the third-lowest position. That being said, 138.6 still gives him “very superior” intelligence according to the Wechsler IQ classification.
